Foucault states however, that by changing the focus of the punishment towards the rights of the body rather than its physical essence creates a much more effective deterrent. Essentially what the author suggests of that by changing the role of the executioner into a technician the new penal system has effectively psychologically disconnected any connection the convict may have initially had with the public. The new system instead of imposing restrictions on the body and instead does the same on the mind.
The author also suggests that unlike before the crimes committed by these individuals are no longer focused on the heinous nature of the crime itself but rather the reasoning behind the crime. To that end instead of inflicting gruesome punishment on the individual in front of his peers, his pain is instead controlled, his visibility decreased to a point where the exercise of power reaches omniscience (Foucault, 1995 p.11).
