Immigration remains’, says Batalova, ‘one of the most enduring leitmotifs in political debates because of its profound influences on American society, economy, and national identity’ (Batalova, 2008, p.73). Another important fact is that in lieu of focusing on the immigration reforms in order to help improve the petty conditions of the immigrants in one of the richest country of the world, the United States of America, the critics of the immigration reforms have debated heatedly over the consequent cumber that the flood of migrants is likely to incur. The critics are of the view that the provision of the immigration reforms must be associated with the extent of certainty of ‘assimilation’ and ‘integration’ of the migrants into the culture of the U.S. (Batalova, 2008, p.77).
Another interesting fact is that the American immigration policy has served to be utilized as a means for ‘nation building’ as the Americans are called a ‘nation of immigrants’ but they had to decide who must ‘join’ them (Zolberg, 2006, p.1). Zolberg is of the view that the immigration policy has been existent since the centuries in the U.S. and the ‘different types of immigration’, legitimate, illegitimate and ‘asylum-seeking’, shape the history of immigration policy in the U.S. (Zolberg, 2006). Zolberg is of the view that the immigration policy is always influenced by the policies adopted by the state and these policies have undergone significant changes over the period of time but the consistent concern has been the expression of resistance over the flood of the immigrants (Zolberg, 2006).
